Biographical Information
Kenneth L. Black

The Washington Post, April 10th, 1999

Kenneth L. Black, 59, who worked on Capitol Hill for 32 years and retired in 1993 as chief of staff to Rep. Floyd D. Spence (R-S.C.), died of brain cancer April 6 at his Alexandria home. Mr. Black was born in Washington and raised in Johnson, S.C. He was a graduate of the University of South Carolina and did graduate work in history and government at Catholic University. He served in the Army Reserve. He began his government career in 1961 as a Senate legislative reference assistant. In the 1960s, he was assistant to Rep. Jennings Bryan Dorn (D-S.C.).
